Course Outline for Electronic Submission Hub (ESH) Stage 1 Production Rollout for Construction Industry Practitioners
The Electronic Submission Hub (ESH) is a digital centralised portal for receiving and processing building plans and applications submitted under the Buildings Ordinance (BO), which will be an alternative to the present paper-based system.

ESH will be implemented in three stages. Stage 1 of ESH will be launched on 31 March 2022 which will cover plans for Structural Works above ground that require the processing of Buildings Department (BD) only but not a cross-department referral. Stage 2 of ESH will be launched in Q4 2023 which will cover plans which require referrals to Works Departments. Final Stage 3 of ESH will be launched in Q2 2025 which will cover all types of plans and applications.

The briefing session for ESH Stage 1 implementation comprises of two parts which will be conducted on 1 March 2022 and 2 March 2022. The briefing will be delivered in Cantonese and supplemented with English terminology as appropriate. It focuses on (i) High-level System Overview and (ii) General System Functions and Features.

3. Venue and Format for Briefing and User Training Sessions

  • Hybrid format physically at Building Information Centre (BIC) Seminar Room
    (2/F, Buildings Department Headquarters, North Tower, West Kowloon Government Offices, 11 Hoi Ting Road, Yau Ma Tei, Kowloon)
  • Online via Microsoft Team
4. Remarks
  • The number of participants in person is limited to 30 (in person). Applications for the physical session will be accepted on a first-come-first-served basis, with priority for Registered Structural Engineer.
  • Application results and online briefing session link will be sent via email in 3 working days before the Briefing Session.
  • The briefing will be delivered in Cantonese and supplemented with English terminology as appropriate.

  1. All activities only accept online registration. E-mail, fax or phone registration is not accepted.
  2. Please save the confirmation for any follow-up actions.
  3. Each person is only allowed to register once. Repeated registration will be cancelled without any notice.
  4. Please note that the registered session(s) cannot be changed.
  5. Buildings Department reserves the right to have the final interpretation of these terms and conditions, and the right to accept or reject any applications.
  6. Buildings Department is not responsible for any delays in emails or other unsuccessful transmissions due to incorrect contact information provided or due to factors beyond the control of the
  7. Buildings Department, such as the communication network and email service providers.
  8. Buildings Department reserves the right of a final decision of the event. Any changes or contingency measures for the event announced by the Buildings Department and posted on the official website or official Facebook page shall prevail.
  9. The above terms and conditions apply to all persons who sign up for the activities.
  10. Typhoon and Rainstorm Warning Arrangements
  11. When Tropical Cyclone Signal No. 8 or above or a black rainstorm warning signal is issued 3 hours before the start of the activity, the activity will be cancelled.
